#262626;">“准备一下，今晚夜查帮扶，不要告诉区里，我们直接去！”南京市生态环境局机关干部下沉帮扶第七组组长周宁晖布置道。没有过多的言语，一切都已经习惯成自然，夜查几乎成了家常便饭。</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">“收到！今晚去浦口区桥林街道，点位已经选好！”</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">“收到！手持式检测设备已经到位！”</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">夜幕降临，一辆载着周宁晖、王静、孙敏三位“娘子军”的车辆从南京市生态环境局缓缓驶出，很快就消失在浓浓的夜色里。</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">“组长，已到达点位！这家天成铸造厂是前期省生态环境厅交办的问题企业，生产车间无气体收集装置，车间门窗敞开，烘烤间大门未及时关闭，现场检测VOCs浓度为31.29mg/m³。”</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">“好，下车，带上设备，一起去给企业‘把把脉’。”</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">一行三人步入漆黑的厂区，昏黄的灯光把三人的影子越拉越长，厂区深处隐约传来机器作业的声音，看起来像是正在进行小范围生产作业。此时，手持式VOCs设备已经打开，数值正在不断地跳动，看着陈旧的厂房、破损的窗户，帮扶组三人心中一沉，这估计又是个“老大难”问题。</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">转个弯，眼前豁然开朗，果然一个加工泡沫粒子的车间正在生产，两名年纪较大的员工正在操作，泡沫粒子随处可见。随后，帮扶小组又查看了当晚并没有生产的铸造车间，却未见废气处理装置。面对帮扶小组的询问，两位员工似乎很茫然，他们并不清楚生态环保的相关要求，更不知道环评审批手续。</span></p><p style="text-align:justify;line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 1.5px;color: #262626;">帮扶小组心情沉重地走出了厂区。组长周宁晖的眉头紧锁，深深叹了口气：“这样的小铸造企业根本没有整改的条件和资金，放任不管必然会产生很大的污染，还是要跟区里说说，让他们想想办法，帮助企业转产或者转型，青山绿水我们要保住，老百姓的饭碗我们更要保住，生态环保工作任重道远啊。”</span></p><p style="text-align:justify;line-height: style="letter-spacing: 1.5px;color: #262626;">这是南京市生态环境局机关干部下沉帮扶第七组对口浦口区开展下沉帮扶的一个缩影。自机关干部下沉基层帮扶环境质量“提质增优”工作细化方案实施后，这样的情形在第七帮扶组“每周不少于1次，每次不少于1天”的下沉帮扶过程中不断地上演着。</span></p><p style="text-indent:
