border-box;">由于台北（大丰）县盛产棉花，盘踞于此的日伪就在刘庄镇至大中集一带构筑据点，设立伪保甲，实行“强化治安”，推行“屯垦”，残酷勒索百姓，使该地区人民深遭蹂躏。为粉碎敌“屯垦”阴谋，我苏中军区第二分区台北独立团在刘庄镇至大中集间的七灶河南岸，伏击日寇汽艇，一战告捷，狠狠打击了日伪的反动气馅。</p><p style="white-space: normal;margin: border-box;">1944年5月19日，在前期侦察得知日伪汽艇行进规律和掌握伏击点地形基础上，团长彭寿生，令一连隐蔽七灶村附近，担负伏击敌汽艇任务；二连两个排（欠一个班），埋伏叉河口，阻击大中集可能援敌；西团游击连配合二连一个班埋伏在西团通往七灶村路旁，阻击从白驹经西团可能援敌；小海游击连两个班和团部侦察班一部埋伏在刘庄镇外围，阻击可能援敌，另派侦察员三名泅水去北岸组织该地游击队，阻击新团可能援敌，并在敌汽艇到来时，设法袭扰，迫其靠近南岸，团指挥所随一连行动。七灶河伏击战，台北独立团伏击日寇汽艇大获全胜，击毙日寇13人，伪军22人，俘敌伪20人（鬼子5人）。俘获人员中，有日军棉统会东台库库长清水亥三郎、日特机关负责人浦和及翻译官柬俊卿，还有一名联络官和一名中士，伪军14人，其中有伪东台县县长吕景颜、秘书、副官、伪军分队长等人。缴获轻机枪一挺、步枪21支、快慢机4支，子弹300余发，指挥刀4把，望远镜1架，伪币21万元，还有其他物资，特别是敌“屯垦”计划文件两包。</p></section><section border-box;">敌伪“屯垦”阴谋及手段：敌伪的“屯垦”主要机构是伪苏北“屯垦”总署，设在盐城。“屯垦”总署署长由伪苏北行署主任项致庄兼任，孙建言为副署长。总署设总务、警备、政训、技术四科。军队设两个“屯垦”警备总队，总队设五个大队，每大队设四个中队，中队以下设分队与班。第一警备总队由伪三十三师改编——总队长由孙建言兼任，第二警备总队由伪十九师改编，总队长蔡鑫元。“屯垦”总署下辖两个“屯垦”区公署。两个“屯垦”警备总队各驻防一个区公署。</p></section><section border-box;">敌伪“屯垦”步骤大致分五步，一、先派奸细，到驻龙王庙或南洋岸我方根据地秘密活动，拉拢、搜罗社会渣滓，进行欺骗宣传，为“屯垦”作舆论和人力方面准备。二、武装占领与清剿，先占领交通要道沿线，如七灶、西团、新团、裕华等为据点，派机动部队清剿、扫荡，扩大伪化区。利用盐垦公司的仓房，作为兵舍，步步为营。变点线占领为面的占领，摧毁我党政军机关，把抗日根据地变成“屯垦”基地。三、编排保甲，实行联保连坐制度。进行清查户口，登记居民，发良民证，贴门牌。在占领区实行特务控制，以达奴化群众，镇压反抗，防共反共的政治目的。四、利用华北清剿、围剿的办法，筑大圩为小城，建筑兵营，五里为一小寨，十里为一大寨，并建立拒舍，交通壕，以便防御，严格封锁，隔绝“屯垦”区与外界的联系，使之真正成为他的殖民地；五、“移兵入植”“精农兴亚”，开展“屯垦”。即“将士兵及垦区农民施以严格训练”“兵之训练注重务农，农之训练注重军政”“将训练之兵农，编入植队”“贷给农具与费用，开始入植”“所有收益除生产费外，如数归公”。达到高度榨取与掠夺棉花、食盐、渔业等资源的目的。</p><p border-box;">敌“屯垦”力量，主要是依靠伪军。日本帝国主义在侵略战争中，最感头痛兵力不足、力不从心。对“屯垦”只能采用“以华制华”的狡诈手法，也就是利用伪军与其他民族败类为其效劳。为使伪军更加效忠主子，在经济上采取拉拢利诱办法，除发薪饷外，另支“屯垦”津贴，还酌给奖金，从而达到“军事精农”“精农兴亚”的政治目的，要长期霸占中国，作为它掠夺原料的殖民地。</p></section><section border-box;">反屯垦的历史背景：</strong>原大丰党史办副主任陈海云在《抗日战争时期台北军民的反“屯垦”斗争》一文中写道：“屯垦”就是日寇汪伪对我苏北沿海地区，企图进行“移兵入植”“武装工农、兵农一元化”“依兵农合力增加生产”“统制生产品供给军需”“以求和平定国及大东亚战争之完遂”。实质上是日伪以军事手段强制垦植，掠夺棉花以及其它军用原料，用“以华制华”“以战养战”的方法，妄图达到所谓“兴华保亚”即控制中国占领区并争夺大东亚战争胜利的阴险目的。为粉碎敌人的这一阴谋，我苏中二分区台北县、盐阜区盐东县军民针锋相对地开展了反“屯垦”斗争。</p><p border-box;">在台北（大丰）地区，除西团、大中集、新丰镇的敌伪据点周围，以及通榆路沿线尚属于伪化区外，在滨海区、小海区、西渣区东部、垦区南部、南阳、裕华一带的广大地区是连片巩固的抗日民主根据区。当时，两台（东台、台北）、盐东沿海地区，已成为苏中、盐阜抗日根据地的后方。</p><p style="white-space: normal;margin: 0px;padding: 反“屯垦”前期，我方没有提出明确的反“屯垦”方针。从1943年夏至1944年５月的七灶河伏击战期间，台北地区的反“屯垦”斗争，主要是对广大人民群众进行反“屯垦”宣传教育，揭露敌“屯垦”阴谋，进行反伪化、反伪租斗争。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br border-box;">七灶河伏击战后，为彻底粉碎敌伪把台北垦区作为“屯垦”中心区阴谋，中共台北县委于６月中旬召开了扩大会，在二地委的领导帮助下，根据四分区反清乡经验，在总结前期反“屯垦”基础上，制订了我县反“屯垦”总方针。即以积极斗争为主，充分发挥与组织我们的主观力量，广泛开展游击战争，处处打击敌伪。根据不同地区不同情况，有效开展各种备战与辅助斗争，彻底粉碎敌伪的“屯垦”计划。</p><p border-box;">根据这个总方针，县委部署了各区的斗争任务。台北县北边的垦区、西团、堤东三个区，是“屯垦”进驻的重点区。要求这三个区迅速进行总动员，投入反“屯垦”斗争。垦区应面向大中集，以垦区为中心，坚持原地斗争，打击与困扰大中集敌伪。西团区应发动群众武装参战，在西团周围开展地雷战，骚扰袭击敌人。堤东区的任务是破坏大刘公路，在公路两侧及其据点周围开展游击战、地雷战，阻碍与延长通车时间。</p><p border-box;">反“屯垦”斗争，大致可分为三阶段：第一阶段，1943年夏至同年12月，敌准备“屯垦”，我进行了反伪化、反伪租斗争。迫使敌将“屯垦”计划推迟半年之久。第二阶段是从1943年12月17日敌伪占领龙王庙，到1944年5月的七灶河伏击战期间。斗争重点在北线，为盐东军民反“屯垦”斗争高潮时期，使敌伪以盐东地区作为“屯垦”试验区的阴谋归于破产。第三阶段从七灶河伏击战到同年11月1日，敌伪被迫撤销“屯垦”总署为止。这一阶段斗争重点在南线，我军两次攻克西团，全歼守敌，这是“屯垦”与反“屯垦”斗争最剧烈时期，我取得斗争的完全胜利，敌伪的阴谋归于失败。</p><p border-box;">抗战期间，台北军民为紧密配合盐东军民反“屯垦”斗争，七灶河伏击战后，台北军民在党的领导下，紧急动员起来，掀起了反“屯垦”斗争的新高潮。值得志书的是，西团镇人民为了革命事业付出了血与火的代价，作出了巨大的牺牲。由于西团镇处于白驹、刘庄、小海、南阳、大中集之间的中心位置，日伪准备在此长期屯垦以控制外围乡镇，为使敌无立足屯垦据点，当时（1944年）党组织决定实行焦土抗战进行反“屯垦”的斗争。发动外村上千群众来西团镇拆除和烧毁了两千余间民房和四大庙宇（即东岳庙、龙王庙、关帝庙、都天庙），还拆毁了镇东南的古刹㫰网寺……一个历史上赫赫有名的古老集镇，由于战争的摧残，也为了抗日的需要，市镇沦为废墟，人口锐减到建国初期的3000余人。</p></section><section
