255);">▲</span><strong>【下辛村】</strong>响水陈家港镇西。明末清初，有周、饶两姓标田颇多，但能耕稼者少。乾隆晚期，又有几户人家逃荒至此，，从饶家购置土地，以耕种为生，熬盐为副。先后到此的有辛、李、陈、黄、王等姓氏，栖身于低矮的顶头屋。一遇荒年，便外出讨饭，人问何庄，无以回答。后因辛姓人家来此最早，便说是下辛庄，久而成名。此地历史上曾先后归山阳、海州、灌云、涟水、阜宁管辖，曾边有属海安集乡。</p><p><span
